## Why now
|
||
|
||
### The problem
|
||
|
||
Public blockchain rails (Bitcoin, EVM) and regulator contours developed **in parallel**, without shared legal infrastructure:
|
||
|
||
1. Business adopted public networks faster than a legal regime formed — activity moved **outside the perimeter** of familiar oversight.
|
||
2. The regulator responded with its own systems: private blockchains and CBDCs. In those systems, business is a **user of someone else’s contour**, without its own digital operating layer.
|
||
3. The gap remains: without a recognized bridge, the sides diverge again — business looks for workarounds, the regulator tightens control.
|
||
4. What is needed is not yet another set of rails, but **shared infrastructure** and **real participants** for a pilot — on both sides.
|
||
5. Specialists for such solutions are scarce; building the stack from scratch is not attractive for business.
|
||
6. At the same time, the regulator openly seeks contractors and products — with high maturity and compliance requirements.
|
||
|
||
### The solution
|
||
|
||
Not “another SaaS” and not “another CBDC,” but a **bridge** between business and the regulator:

## Participating in the fund ecosystem
|

After purchasing a license, installing DLE, deploying your smart contract, and transferring the license token to its balance, a participant joins the ecosystem: dividends, voting, accelerator cohort, fund events.

### Access to investment

An additional opportunity, not a baseline condition for using the OS. The fund selects top accelerator participants:
|
||
|
||
- stages: from Pre-seed to ICO;
|
||
- check size: from 50,000 to 4,000,000 USDT (depends on stage);
|
||
- in exchange for your company’s governance tokens.

|
||
4. **Register** at https://hb3-accelerator.com and submit your smart-contract address to join the ecosystem.
